Post Jam 1.3.0 Changelog

• Added 4th track, Paaln Circuit
• Made turning, accelerating, and breaking more responsive
• Added new Lap 3 music to Bedrock
• Blue shells should no longer fly
• Tweaked some driver stats
  • Notably, Ironman Super can now turn a bit easier
• Various other small changes
  • Race placement is no longer shown in Time Trials
  • Messed with relative music volumes on Joey's Castle
  • Made drivers bouncy, so karts shouldn't get stuck on each other as easily
